Received August 19, 10 44 p.m. NEW YORK, Aujrust 18. The Hon. W. H. Taft, Secretary of War, interviewed on the eve of starting a world's tour, declared that Japan did not desire to purchase the Philippines; besides America would never sell. America must either hold the islands until the Filipinos were capable of orderly stable self-govern-ment or turn them over to the islandei"s immediately.
