BUBONIC PLAGUE.
Received August 19, 9.21 p.m. NEW YORK, August 19. Three deaths from bubonic plague have occurred at San Francisco. PEKIN, August 19. Sixteen deaths from plague have occurred at Haidjas, in Southern Manchuria. Received August 19, 10.44 p.m. CALCUTTA, August 19. The Indian Government states that the Plague Commission has decided that the bubonic plague is spread by rats. The vehicle of contagion is the rat flea. The plague germs, life in the soil, fioors'and walls is of short duration. The Government recommend the destruction of rats, the improvement of houses, protection of grain stores in order to reduce the food of rats, removal of people to {temporary dwellings, and inoculation, while avoiding action calculated to excite popular opposition.
