The Daily Chronicle's Ottawa correspondent reports that a definite offer has been made by a steamship company to undertake the Atlantic portion of the '"All Red" service for half a million a year. Canada offers to contribute one-half; leaving Britain to contribute the other half; and Australasia the major portion of the amount required ikr .en improved service in the Pacific.
