The importance of the Powers which opposed the British proposal for abolishing contraband neutralises the significance of the British success in that direction. Despite the fact that the Fourth Committee has adopted the proposal, it is considered improbable that the conference will endorse the Committee's vote. AUSTRALIAN NEWS. A TOWNSHIP FLOODED. Received August 2, 9 a.m. PERTH, August 2. There are heavy mousoonal rains. The township of Wagin is flooded. There have been several railway wash-outs. (Wagin is 14S miles from Albany, Williams River district, and 204 miles south-east of Perth. It has a population of about 600.) PENNY POSTAGE. Received August 2, 10 a.m. MELBOURNE, August 2. In the Federal Parliament Mr Keating, Minister for Home Affairs, said he £ntieipats:d that the adoption of penny postage would result in a loss of £160,000 per annum, but, judging by New Zealand's experience, the loss would be overtaken in three or four years. FLAMMARION'S COMET. Received August 2, 9.48 a.m. SYDNEY, August 2. Later photos of the comet taken from the Observatory disclose three tails. THE SCULLING CHAMPIONSHIP. Received August 3, 12.2 a.m. SYDNEY, August 2. Both Webb and Towns are in excellent condition and will row about equal weights. There is little betting. Towns is favourite. " Not much money is offering about Webb excepting by his own immediate followers.
