HAGUE PEACE CONVENTION.
OBLIGATORY ARBITRATION. Received July 30, 8.20 a.m. THE HAGUE, July 29. At the Peace Connvention, America, Germany and Portugal are the chief advocates of obligatory arbitration. Owing to clamour by disappointed British peace enthusiasts, it is understood that the British delegates have been instructed to give warmer support to the American peace proposals.
