VENEZUELA.
ASPHALT CONCESSIONS GRANTED TO AMERICA.
Received July 29, 8.21 a.m. CARACAS, July 28. Venezuela refuses to arbitrate respecting the asphalt concessions granted to Americans. (It is not the first time that Venezuela has shown defiance to one or another of the Powers. In 1902 a blockade was instituted by Britain and Germany in default of the recognition and satisfaction of certain claims.)
