Raisuli refuses to negotiate for Sir Maclean's release, excepting <with the Powers, who, he says, are #lone able to restore his governorship of the mountain tribes. FORCES TO OPERATE AGAINST RAISULI. Reeejved July 24, 9.46 a.m. MOROCCO, July 23. A force of 1,270 men left Fez to operate against Raisuli. Another force leaves Tetuan to-day.
