There is every reason to believe that neither the American naval display, nor the large orders which Japan has placed in Germany, have any actual connection with the difficulty in California. • Both incidents are probably due to a'more serious Cause, viz., the transferring of the political storm centres of the world from the Atlantic to the Pacific. For some years past the' United States has taken a keen interest in the Panama Canal, which is primarily a stragetical work inasmuch as it will afford the navy of the United States a direct passage frcm its Eastern to its Western waters. The President of the United States has declared officially that the transference of American battleships from the Atlantic to the Pacific was decided upon years ago, and is officially justified by American Admirals as being necessaiy, and opportunely occurring while the United States is at peace with the world* The Japanese press frankly admit that it is natural that America should re-distribute her navy as a sequel to her adoption of an Imperial policy. The placing by Japan of | orders for guns in Germany is only an item in the strenuous policy j adopted by that nation. Since the close of the Manchurian War the Japanese arsenals have been working at high pressure, and China, under Japanese guidance, is, also, being filled with a militant spirit, and is establishing modern arsenals and arms factories, drilling modernised armies and strengthening her navy. Though the racial trouble in California may be among its originating factors we must look further than those petty disturbances for the reason of this unusual activity in the East. .
