Representatives of jthe education! departments, meeting in ire-1 solved that a central bureau is (essential to encourage effective and continuous exchange of information between the several .education departments. It was further agreed tfeat.a complete system of mutual recognition of teachers' certificates w&s impossible in view of the variety of local conditions. It was resolved that it is (desirable that financial administrative arrangements should be made to enable teachers and inspectors to acquire .experience in various parts of (the Empire.
