PLOT AGAINST THE CZAR. EIGHTY ARRESTS MADE. ■ § Received May 14, 9.16 a.m.; LONWN, May 13. ' The Telegraph's St. Petersburg correspondent states [that eighty conspirators, who had resolved ,to operate simultaneously in three groups to kill'the Czar, were arrested, after thirty-four—including a (number of reserve officers—had arrived in twos and threes at Tsarkoe-Selo, where the Czar's Palace is situated, about fifteen miles from St. Petersburg. The conspiracy is due to the fact that the Czar and the ..Premier, M. Stolypin, are determined to adhere to representative institutions, the success of which would imply that the terrorisers' occupation is gone. SOCIALISTS IN LONDON. Received May 14, 8.45 a.m. ST. PETERSBURG, May 13. The Russian Government has ordered that should the Socialist delegates now in London attempt to return to Russia they shall be stopped on the frontier, or arrested on the ground of being without passports.
