NEW STREETS.

(To the Editor). Sir,—l would .like to'give my experience in England as regards new streets. When any area of land was to be sold the Borough Council required a plan, showing the levels of each strset. If approved, it could be sold. Each one buying a section of land was obliged, according to the Borough by-law, to pay for the construction of the sewer and paving the road and flagging the causeway. After that was done the Borough Council took over the said street and maintained the same for all time.—• I am, etc., RATEPAYER. Upper Plgin, April 17th, 1907.
