Received April 10, 8.37 a.m. NEW YORK, April 9. It is officially admitted at Washington that an Anglo-American treaty has been drafted, providing for a joint commission on all complex questions connected with water boundaries between Canada and the United States, and the whole subject of fisheries. It is expeoted that a modus vivendi may be reached at an early date by Mr Bryce, British Ambassador, and Mr Root, pending the Senate's approval of the commission.
