THE SULTAN'S EDICT. Received April 10, 9.35 a.m. MOROCCO, April 9. The population of Fez has interpreted the Sultan's edict as decidedly anti-European. It is considered in Tangier to be unsatisfactory. Even the Moorish officials pronounce it unwise. While the German Naval Division was at Shazen, armed parties were allowed to land, and patrolled the town for twenty-four hours on the pretext of maintaining order among the German sailors ashore. Similar patrols have been previously landed since 1905. A MURDERER ARRESTED. Received April 11, 1.17 a.m. MOROCCO, April 10. In connection with the murder of M. Charbounier, the ringleader has been arrested at Tangier.
