GREAT FIRES AT HARBIN. Received April 10, 9.48 a.m. j LONDON, April 9. Three fires have occurred within a week in the Chinese district at Harbin, in Manchuria. The whole of the business quarter has been destroyed, and thousands are homeless.

The creditors of Mr Havelock Wilson, Labour member for Middlesborough, who is a delegate of the Home seamen on the Navigation Conference, have accepted a composition of 10s in the £. DIAMOND-CUTTING. Received April 10, 9.48 a.m. CAPETOWN, April 9. There is a popular agitation in Cape Colony in favour of an export tax on uncut diamonds, in order to transfer the cutting industry to the colony. SHAKESPEARE FOR THE KAISER. Received April 10, 9.48 a.m. LONDON, April 9. Mr Beerbohm Tree's company has gone to Berlin, at the invitation of the Kaiser, to play Shakespeare. They take a shipload of scenery.
