LOAN CONVERSION. Received March 7, 8.36 a.m. TOKIO, March 6. . In order to replace ,her 6 per cent, loans, Japan is issuing a loan of twenty-three millions sterling at 5 per cent., with a minimum of 99J ; half to be offered in London, and half in Paris.
