GERMANY'S CHALLENGE.
BERLIN, March 1. It is reported that the German Government proposes to widen the North Sea canal sufficiently to admit vessels of the Dreadnought type, at a cost of ten millions'sterling. Various sections of the Radicals in the Reichstag have warned the Chancellor (Prince von Bulow) that the price of their support must be liberal reforms.
