M. Tardieu, foreign editor of the newspaper Temps, published a sensational article in the Revue Dex Mondes, narrating how the firmness of Sir Ed. Grey, Count Witte and President Roosevelt, at the Algeciras Conferene, thwarted Prince Bulow's and the Kaiser's attempts at the moment M. Rouvier's Cabinet was overthrown, to frighten France into yielding on the Casa Blanca question. Sir Ed. Grey checked Germany's deliberate misrepresentations, which were conveyed through diplomatic channels. The Kaiser thrice telegraphed to President Roosevelt, who condemned Germany's methods.
