Lord Elgin, in a letter to Mr F. C. Mackarness, member for Newbury, stated that there were 47, 000 coolies in the Transvaal at the end of 1905, besides 16,000 that were licensed, and adds: "We are thus committed to 63,000, and we now have 53,000. Moreover, all renewals are forbidden, and besides wastage a steady outflow of those whose contracts are expiring will reduce the present number shortly."
