A SPANISH INCIDENT.
Received February 22, 8.2 a.m. GIBRALTAR, February 21. " A Spanish revenue cutter seized a Spanish felucca, which was anchored in British wate'rs at Gibraltar, and removed her with all hands to Algeciras. The master protested against being roughly handled, and threatened to use a revolver.
