A TRIPARTITE AGREEMENT.
Received February 20, 7.37 a.m. LONDON, February 19. The Times' St. Petersburg correspondent reports that some newspapers announce that Russia is on the eve of concluding an agreement with Britain and Japan. What is true is that negotiations with both countries are progressing in a highly satisfactory manner.

AUSTRALIAN EMAILS.
Received February 20, 7.37 a.m. LONDON, February 19. Mr Trevisa Clarke, agent for the new mail syndicate, is on his way to Australia to try to arrange with the Commonwealth for better terms in connection with the proposed contract for the carriage of Australian mails. ' It is stated on the highest authority that the Beardmore Company has retired from the syndicate. It is rumoured that the other firms will follow.
