OPENING OF THE. REICHSTAG. Received Last Night, 9.41 o'clock. BERLIN, February 20. The Kaiser's Speech from the Throne at the opening of the Reichstag, dwelt on the result of the elections, which had expressed a united wish on the part of the citizens, peasants, and workmen that the nation's honour and estate should be '• faithfully and strongly guarded. Similarly he had resolved to scientiously respect all Constitutional rights and prerogatives. Received Last Night, 9.53 o'clock. BERLIN, February 20. The Kaiser's Speech foreshadowed """*" that Bills which were before the last Reichstag- would be again submitted. His Majesty expressed confidence that peace would continue to be preserved. .
