GENERAL KUROPATKIN'S HISTORY. Received February 15, 9.55 p.m. ST. PETERSBURG, February 15. General Kuropatkin's history of the Kusso-Japanese war was published in t December, but the Government immediately suppressed it. The publication contains amazing revelations of disorganisation, unpreparedness and incapacity, and alleges disobedience of urgent orders, notably by General Kaulbars upon whom General Kuropatkn practically places the main responsibility of the debacle at Mukden. General Grippenberg is also 1 much'blamed. General Kuropatkin admits that he himself contributed to the Mukden defeat by,not providing strategic'reserve.
