JAPAN AND AMERICA.
Received February 14, 9.13 a.m. NEW YORK, February 13. With the acquiescence of Japan, Mr Root (Secretary of State) has drafted an amendment whereby the Immigration Bill will exclude Japanese coolies, pending the conclusion of a treaty.
