MORE PROMISES. ANOTHER PROGRAMME. Received February 5, 8.39 a.m. ST. PETERSBURG, Feb. 4. M. Stolypin, the Premier, declares that if the Duma will co-operate, the Government will introduce local selfgovernment, and will improve the Judiciary and Executive, with extensive agrarian, labour, and educational reforms, which he claimed will strengthen and regulate ;the principles of genuine liberty, as announced from the Throne. The press contrasts the Government's excellent intentions with the acts of its subordinates. OVERFLOWING PRISONS. Received February 5, 8.50 a.m. ST. PETERSBURG, Feb. 4. All the prisons and fortresses in Warsaw are filled to overflowing. Tha Governor has directed the release of prisoners arrested owing to the excessive zeal of the authorities.
