THE CONSULAR SERVICE.

LONDON, February 1. All the commercial attaches at the Embassies and Commercial Agents have been withdrawn and will reside in London. They ; will proceed abroad on special missions as occasion requires. (The above decision follows on the announcement made that it had been decided that Consuls in future must pass through the Intelligence Department of the Board of Trade, and those visiting England will be required to spend some time inspecting the processes of manufacture of goods sent to their districts.)
