THE ELECTIONS. Received January 29, 8.35 a.m. LONDON, January 29. The Times commenting on the German elections, says:—"Although the rout of the Socialises is a remarkable personal victory to Prince Bulow and the Kaiser, yet on the whole, the parties of order and constitutional progress and reform emerge from the struggle a good deal stronger lhan may prove agreeable to the Government. Although the Reds have been defeated, the Clerical Blacks will probably return stronger than before.
