AN INDISCREET SPEECH.

Received January 28, 8.17 a.m. LONDON, January 27. The Divisional Court has refused the Standard's application to commit the Right Hon. John Burns, President of the Local Government Board, for contempt of court in commenting, in a recent speech at the Queen's Hall, respecting the action commenced by twelve members of the London County Council against the Standard for denouncing the council's extravagance and corruption. Mr Justice Darling remarked that Mr Burns' violent speech was unlikely to adversely affect the Standard, though it was extraordinarily indiscreet and improper, showing very slight regard for the administration of justice.
