The Kingston Telegraph accuses Sir J. A. Swettenham, the Governor, of wasting his energy cavorting round the city and damning officials who were doing their best. It gives other illustrations of the unsuitability of the Governor for his position. . Many American refugees declared that the captain of the Port, Kingston treated the Americans better than the English. \
REPORTED RESIGNATION OF THE GOVERNOR.
Received January 28, 12.39 a.m. LONDON, January 27. The Colonial Office refuse to confirm or deny the report of Sir J. A. Swettenham's resignation.
