RESIGNATION OF A MINISTER. Received January 25, 8.38 a.m. ST. PETERSBURG, Jan. 24. M. Dikoff has replaced M. Birileff as the Minister of Marine.' M. Birileff resigned because the Court party, without consultation with him, expected him to support a complete plan for transforming the Russian navy.
