SPEECH BY PRINCE BULOW. Received January 22, 9.20 a.m. BERLIN, January 21. Prince von Bulow, Imperial Chancellor, addressing a meeting of "Intellectuals" in Berlin, said the Federal Government would not allow the Reichstag to assume the role of military councillors. The Chancellor denounced the despotism of the Revolutionary and the arrogance of the Socialist leaders.
