DISARMAMENT QUESTION. V Received January 15, 10.59 p.m. LONDON, January 15. Japanese statesmen are now in favour of discussing the disarmament question at the Hague Convention Britain, United States and France are also favourable to the discussing of the question. Germany and Austria are opposed to it, Russia and Italy are doubtful, and .all small nations are favourable.
