Owing to bad harvests the Russian Govenment propose to spend £7,157,000 in supplying the peasants with bread and seed. The Government declare that there is a wide field for private charity. Stolypin's energetic action effected a distinct improvement in public order,, despite the foolhardy crimes of the revolutionaries, which were designed to throw the Government into confusion. The Czar claims credit for instituting numerous reforms before the Duma assembled.
