RETRIBUTION FOR UNSPEAKABLE HORRORS. Received January 7, 8.52 a.m. ST. PETERSBURG, Jan. 6. The assassins of M. Litvinoff, Governor of Akmolinsk, in Central Asia—who was murdered a few days ago outside the administrative office at Omsk--were Caucasians. M. Litvinoff was formerly the pacificator of the Kutwis province, and devastated hundreds of villages by fire and sword, when unspeakable outrages were committed on women and children. Scores of fugitives perished by starvation in the forests.
