Commudore Galloway sleeps in the men's quarters at the Portsmouth Naval Barracks, to deal with disturbances, whioh are übiefly traced to men who are often in prison or hospital. 'lhese will possibly be expelled as beyond reform. The real source of the trouble is due to retaining workless men in barracks, instead of on shipboard, under the new eoonomio policy adoped by the Admiralty.
