THE POLITICAL CRISIS. CHANCELLOR'S OVERTURES TOO VAGUE. Received December 27, 8.40 a.m. BERLIN, December 26. The overtures of Prince von Bulow, Imperial Chancellor to the Liberals, are considered too vague. Dr Barth predicts a long period of constitutional crisis, leading to a deep slough of reaction or the establishment of real ..modern constitutionalism. GLOOMY OUTLOOK FOR THE GOVERNMENT. BERLIN, December 26. The Cologne Gazette publishes an article dealing with the political crisis that has arisen owing to the action of the Kaiser in dissolvieg the Reichstag recently after it refused to pass supplies for the campaign in South-West Africa.
In discussing the possibility, under the constitution, of the Government obtaining supplies to arrange for necessary expenditure while the Reiphstag is not sitting, the Gazette says the outlook in respect to the elections is unsatisfactory from the Government's standpoint.
