The acquittal of the majority of Admiral Niebogatofl's officers after enduring ignominy anil privatiou is considered in St. Petersburg as tardy justice. The earliest accounts of the battle, wbioh stated that petty officers aud crew had mutinied, compelling surrender, were disproved.
