MESSAGES TO CONGRESS. PUBLIC LAND LAWS. NAVAL PROMOTION. A SIGNIFICANT THREAT. Received December 18, 10.8 p.m. WASHINGTON, December 18. President Roosevelt's messages to Congress advocate the re-casting of the public land laws, condemn the present system of naval promotion as archaic, and urge reforms enabling the grade of captain to be reached at the age of 48, and of Rear-Admiral at 55. The messages also describe President Roosevelt's trip to Panama. He is satisfied with the progress of the work, and is confident that American enterprise will accomplish one of the giant feats of the age. The report to Congress of the Hon. W. H. Taft, Secretary of War, respecting the establishment of provisional government in Cuba, contains a significant threat that if the insurrectionary habit recurs the American Government will impose permanent peace at whatever cost of life and property.
