THE TRANSVAAL CONSTITUTION. Received December 17, 8.13 a.m. CAPETOWN, December 16. Het Vlok Congress at Pretoria unanimously decided to adopt the new Constitution ..for the Transvaal, which is considers an improvement on that introduced by the Hon. A. Lyttelton, who was Colonial Secretary in the Balfour Government, but not a full measure of self-government. INCREASING DISSATISFACTION. ReoeivedvDeoember 17.U0.30 p.m. CAPETOWN. December 17. There is increasing dissatisfaction in l;he Transvaal over the constitutional limitation regarding Chinese in Swaziland. | Mr J. W. Saner, the Afrikander Bond Leader, states that the limitations will soon become a dead letter.
