AN IMPROVED DREADNOUGHT.
Received December 16, 4.45 p.m. WASHINGTON, December 15. The Hon. Chas. J. Bonaparte, Secretary of the Navy, has submitted to 'Congress plans for an improved Dreadnought of 20,000 tons, steaming 21 knots, and having a broadside fire 25 per cent, more than any vessel afloat, The vessel will cost six million dollars.
