RATSULT, THE EX-BRIGAND. Received December 12, 7.47 a.m. MOROCCO, December 11. Raisuli, the ex-brigand, who now exercises authority over the northern purt of Morocco, has informed the Moorish officials that'he will be prepared to lead 15,000 armed Moors to Tangier, and murder every Christian. He quotes the Koran to prove that this is his duty, even if a successful European invasion follows.
