Dr Jameson, Premier of Cape Colony, who has just returned trom a visit to England, advocates a Federation of the South African colonies on the Canadian modeL SELF-GOVERNMENT IN THE NEW COLONIES. A PESSIMISTIC VIEW. Received December 10, 9.35 a.m. LONDON, December 9. The Hon. A. Lyttelton, who was Colonial Secretary in the Balfour Administration, speaking at Edinburgh, expressed great misgiving in regard to the grant of a Constitution to the Transvaal and Orangfc River Cplony. Federation of the States and the settlement of British farmers ought, he said, to have preceded self government.
