SCOTLAND NO LONGER THE BRITISH RECRUITING GROUND. Received December 23, 10.17 p.m. NEW FORK, December 3. Mr Andrew Oarnegie, speaking at tbe S. Andrew's Day banquet at New York, said that be rejoiced that Sootland bad ceased to be the British remitting ground. Tbe young men of Scotland were realising that they were fitted for something better than food for powder. Sir H. Mortimer Durand, British Ambassador at Washington, disr senced, and said that he thanked God that some Scuts did not consider themselves too good to bscome British soldiers.
