Received November 20, 9.4 LONDON, November 28. .Mr John Burns, President of the Local Government Board, conversing with Herr Beumer, a National Liberal member of the Reichstag,t,who is visiting Britain, avowed himself a democrat in the Continental ssnse, but not a State Socialist. He bolieved Britain would reach the same goal as the Continental democracy with the aid of trade anions.
