CZAR'S ukase. Received November 26, 10 p.m. ST. PETERSBURG, Nov. 26. The Czar's Ukase, whinh was oabled on Ootober 22nd, abolishing in January the oblgatory character of tog village communes, has.been issued. It enables the peasants to become freeholders of allotments made at the date of emancipation, the redemption dues thereon ceasing everywhere atjjtbe end of December. These reforms require the Duma's ratification. '— # STARVING PEASANTS. IERRIBLE STATE OP AFFAIRS. PEASANTS FUBLIOLV SELLING THEIR DAUGHTERS. Received November 27, 12.20 a.m. ST. PETERSBURG, Nov. 26. A contract, amounting to many million roubles, to supply starving peasants with bread'was'given to the proprietor of gambling hou-es, who obtained advances of eighty thousand sterling and delivered n little rye. The starvation in the Volga dis triofc is so auute that peasants are publicly selling their daughters. In one village eight crirle, whoso ages ranged from twelve to seventeen years, were sold for £l2 to £ls each. The majority were sent to the Caucasus, and it is believed that they are intended for Turkish harems.
