SEDDON MEMORIAL.

WELLINGTON, Nov. 26. The Seddon Memorial Committee met this morning and disapproved of the Inspector-General's soheme for a Seddon Memorial on the ground that tbe memorial should be truly national, appealing equally to ail sections of the community; also that the funds likely to be contributed were not sufficient. ■ The Committee suggested instead —(1) That Fellowships be given enabling New Zeaianders to specialise in any'subjeot, whether art, science, literature, technology, etc.; (2) that the Fellowships be open to any person over tbe age of 17 years, and be of two classes:—(a) New Zealand Fellowships and (b) Travelling Fellowships. A: New Zeaalnd Fellowships—These Fellowships are to en able the students to continue their studies in New Zealand in any direction approved of by the board. It is suggested that each Fellowship shall be for £IOO per annum for two yeaTS, the board to have the right to pay the Fellow an allowance towards the cost of books, apparatus, tees, etc. B: Travelling Fellowships—These are to be given to students who desire to study at any university, school, or educational establishment approved of by the board in any part of the British Empire oulsid« the oolony Zealand. It is suggested that each Fellowship shall bo for £l5O per annum for two years, the board to have the right to extend the term to three years. The board should?also§have3the]right to "nay the Fellows' passage to the country ap proved of by the board in which he is to study. The Board of Control suggested was the Judges of the Supreme Court, who are to have absolute control, but this matter was held over for further consideration. The Committee afterwards submitted the soheme to the Premier, who promised to lay it before Cabinet. The Chairman said it was expected that £ls,ooo.would be realised. It was further stated that n subsidy of £6OO a year from the Govornment would be sufficient,
