The Director of the gasworks discharged tbe workmen, and directed the sappers to manufacture the gas. ARRESTING REFUGEES. Received November 22, 9.30 a.m. ST. PETERSBURG, Nov. 21. The Finnish Senate has yielded to the demand of the Premier, M. Stolypin, that it should co operate with the Russian police in arresting refugees, whose trial will be conducted tefore legally constituted courts.
