KAISER WILLIAM UNFOLDS MS VIEWS. CONFIDENT OF GERMANY'S FUTURE. Received November 21, 6.56 a.m. BERLIN, November 20. The Munich press publish a remarkable conversation which the Kaiser held with Dr Gadghofer, the German novelist. His Majesty avowed himself an ardent optimist, and said he in twnded to remain one. lie was su oonfldfnt of Germany's future that he felt worried over the prevalent dejection regarding the Empire. He was aware that he was dabbed •'Reiskaiser"—meaning the "travelling Emperor"--but his serious calling rendered frequent change necessary—doubly so when he was compelled to fight so many misunderstandings. "My position is a thankless one,'* added the Emperor. "If I suooeed the world asks 'Woo advised him to do that?' If I fail, people say I know nothing about it." He oonoludod: "I am always seeking the good of the Gormau Empire and nation."
