BULGARIA.
SPEECH BY THE PREMIER. SOFIA. November 16. M. Petkoff, the new Bulgarian Premier, announced in the Sobranje (National Assembly) that it was Bulgaria's duty to strengthen her army if she wished to be taken mto account in the event of changes. He also warned the Porte to execute reforms in Macedonia if she did not desire foreign intervention.
