[Received November 13, 9.50 a.m. BRUSSELS, November 12. Several Belgian newspapers, replying to the threat made by Lord Ripon in his Guildhall speech dealing with the treatment of Congo natives, adopt a defiant tone. (Lord Ripon hinted at probable interference by Britain and other Powers whose interests were affected.)
