THE FREIGHT QUESTION. Reoeived November 13, 9.4 a.m. LONDON, November 12. Preparatory to the South African intercolonial conference on railway rates, interviews between Dr Jame son, Premier of Cape Colony,- and Lord Elgin, Colonial Seoretary, led to a modus Vivendi, whioh was practically a compromise, connected with tbe rates and distribution of portions of the trade between Orange River Colony and Cape and Natal ports.
